MP Swamitva Yojana 2026: free registry for rural abadi land — the full picture

Launched from Indore on 17 September 2026, the "Swamitva Adhikar Abhilekh Nishpadan Evam Panjiyan Yojana-2026" registers about 50 lakh rural homes in Madhya Pradesh with no fee. Who qualifies, what is waived, and how it differs from an ordinary city registry.

What the scheme is, in one line

On 17 September 2026 Chief Minister Dr. Mohan Yadav launched the "Swamitva Adhikar Abhilekh Nishpadan Evam Panjiyan Yojana-2026" from Indore. Under it, ownership of a house built on a village’s abadi (residential) land is recorded in the right-record and the registry is done with no fee charged.

According to the state government, Madhya Pradesh is the first state in the country to offer such free registration. Reports put the campaign cost at about ₹4,000 crore, borne by the state itself — so the burden does not fall on the citizen.

Which land this is for

The scheme rests on the central SVAMITVA programme, in which a drone survey mapped village abadi land and prepared the right-records. In Madhya Pradesh the survey is complete in 41,568 villages and records for about 68.47 lakh parcels have been prepared.

Note: this concession is for residential land in a village’s abadi. Buying or selling a city plot or flat, or an ordinary sale of agricultural land, does not fall under it.

What charges are waived

An ordinary sale deed in Madhya Pradesh carries a total of 12.5%. An eligible house under this scheme does not bear that.

In plain terms: an eligible villager pays nothing at the counter to receive the ownership document for their home.

Who qualifies and what to keep ready

The house must stand on the village’s abadi land and its right-record must have been prepared in this survey.

The process, step by step

According to reports, special camps are set up at the village and panchayat level. The patwari makes the entry through mobile apps such as SARA and SAMPADA, while the tehsildar and revenue inspector act as the registering authority. The completed document is sent to the beneficiary’s mobile over WhatsApp.

How this differs from a city registry

If you are buying a plot, house or flat in Indore or Bhopal, this free scheme does not apply to you. There the sale deed still carries the same 12.5% — government stamp 5% + urban body 3% + janpad 1% + cess 0.5% + registration 3%. Do not treat the two as the same.
