How property registration works in Madhya Pradesh — a guide for Indore and Bhopal

First, understand what the duty is charged on

Duty is charged on whichever is higher: the price written in the deed, or the value that follows from the notified Collector Guideline rate for that location. Writing a lower price in the deed does not reduce the duty.

If the registering officer believes the value has been understated, the document can be referred to the Collector under section 47-A of the Indian Stamp Act. The Collector can fix the market value and demand the balance. Starting from the right figure is the cheaper path.

What the guideline rate is

Every district has a Market Value Guideline notified each year, commonly called the collector guideline. It carries location-wise rates: one for plots, another for built-up construction, another for agricultural land. Plot and building rates are per square metre; agricultural rates are per hectare.

A new guideline takes effect on 1 April each year. This site carries the notified 2026-27 rates for Indore (4,592 locations) and Bhopal (2,179).

What a sale deed actually attracts

Most websites say a registry in Madhya Pradesh costs 10.5%. The Department's own chart does not say that. The fee detail for "विक्रय / विक्रय का समानुदेशन" on SAMPADA 2.0 lists five components, and together they come to 12.5%.

The registration fee is never less than ₹1,000, however small the value. The local-body components are applied by the sub-registrar according to the jurisdiction the property falls in.

The concession for buying in a woman's name

Where the document is exclusively in the name of a woman or women, the registration fee is 1% instead of 3%. Stamp duty is unchanged. A joint purchase with a man does not qualify — the whole document has to be in a woman's name.

On SAMPADA the option appears as "सभी खरीदार महिलाएँ?" (are all buyers women?).

Stamp duty on a rent agreement

The eleven-month agreement everyone uses falls in the "less than one year" row. Stamp duty on it is a flat ₹500 whatever the rent, and registration is optional. If you do register it, the registration fee is three quarters of the stamp duty subject to a ₹1,000 minimum — so in practice it costs ₹1,000.

A lease of one year or more must be registered, and the stamp duty rises with the term.

What to have ready before the registry

Aadhaar and PAN for both sides, the earlier title documents and the mutation record, a valuation worked out from the guideline, and the e-stamp. On SAMPADA 2.0 the e-KYC is done by Aadhaar OTP or video, and the slot is taken there too.

On property above fifty lakh the buyer has to deduct TDS under the Income Tax Act. That is separate from registry charges; the conditions are on incometax.gov.in.
